
Utilities and Cooperatives
Partner, Michael M. Gavin, focuses a portion of his practice on representing municipal electrical utilities and municipal power agencies. Mr. Gavin is general counsel for the Central Minnesota Municipal Power Agency and for Utilities Plus, an organization headquartered at Blue Earth, Minnesota. Utilities Plus provides electrical power purchases, sales of energy and capacity, engineering studies, negotiation of power contracts with investor owned utilities, and numerous other services for member and nonmember municipal electrical utilities and cities in Minnesota, Iowa, North and South Dakota, Missouri and Illinois. The Central Minnesota Municipal Power Agency recently purchased a portion of the Nebraska City2 Power Station in Nebraska City, Nebraska. CMMPA is actively investigating other sources of base load generation for its members, in addition to wind powered generation and landfill gas powered generation. Mr. Gavin also represents the Minnesota Municipal Gas Agency. The firm represents agricultural cooperatives, including the Mid County Co-op at Cologne, Minnesota and Agland Cooperative at Gaylord, Minnesota. Mr. Gavin is also the general counsel for the Glencoe Light and Power Commission and consults with several other municipal utility commissions.
